What playing this feels like
This one moves up from a single junction to a network. You are not directing individual vehicles; you are setting signal timings and letting the system run. Results arrive more slowly than a button press would deliver them, and they spread much further.
The difficulty is that every decision has a side effect. Free up the main road and the side streets begin stacking. Go back to fix that and the main road jams again. The actual work is finding a balance where everything moves acceptably, rather than making one route perfect.
Strong play usually means setting the timings and then watching for a while before touching anything, because intervening at every short queue keeps the system from ever settling. That patience is the real lesson of the planning shelf, and it is one no reaction game can teach.
